It looks like a coconut scraper but more like a scooper or........ok - I know this is filthy but it looks like an ear cleaner!!!

looks like a giant ear- cleaner to me ! or a dwarf "macchu".Coconut scraper is a safe bet, i guess. The top part looks like a whistle too. ( dont tell me its a back scratcher the old in-house cooks used ! ;-D
